The IGRA issue and the special protection for Indian Country gaming is one of the big stumbling blocks in DC now for moving any online gaming legislation. The states are somewhat less concerned with IGRA because the sovereignty issue is more between the Fed gov and Indian Nations, than the states, but the states have compacts with Indian gaming entities, as well Indian gaming without state compacts and they also are at issue.
Indian Country is divided on this issue, pretty much as can be expected with the big casino tribes wanting protection for their income and the smaller tribes wanting to get some opportunity to get seriously to the business.
